Once the immediate crisis stabilizes, recovery issues will surge to the forefront, presenting business and community leaders with a myriad of urgent and compelling challenges. Success in recovery will depend on leadership’s ability to articulate a vision for rebuilding: one that turns tragedy into opportunity and galvanizes support for initiatives that will make the community more economically viable and sustainable. While the federal government has a variety of programs to fund and support the re-building process, state and local governments must be able to quickly mobilize and concert planning efforts to secure federal funding and re-gain investor confidence. J&M has developed a preliminary checklist to assist states as they begin to organize their recovery efforts after a disaster. J&M’s management team has over 40 years of experience working with Governors and state executives, local elected leaders, and community groups to plan and build the necessary coalitions for a successful recovery. We have extensive experience in managing federal programs, and we will use that experience to ensure that our clients receive all available benefits and funding opportunities. Specific services include: • Designing and facilitating consensus building exercises, meetings, and planning charrettes to drive the rebuilding of a stronger and more sustainable community. • Preparing comprehensive community-based recovery and rebuilding plans, addressing education, transportation, healthcare, social services, and local commerce. • Integrating environmental and historic preservation issues into the recovery efforts. • Organizational analysis to ensure maximum operational effectiveness of recovery efforts. • Providing technical assistance to facilitate the quick re-constitution of business and government operations, to include specialized assistance regarding federal recovery and grant programs.
